DFAT is seeking expressions of interest for a Managing Contractor for The Human Development Program (HDI, Timor-Leste).

The Program objective is to strengthen government systems and support civil society to deliver quality inclusive health and education services and support the realisation of disability rights in Timor-Leste; realized through three pillars: health; education; and disability.

The Program will be an investment of up to $220 million over 10 years (2026 to 2036) (in a five-year program with optional five-year extension). It will be funded by Australia, and developed and delivered in Timor-Leste in partnership with the Government of Timor-Leste (GoTL) and others as appropriate.
