This Request for Quotation seeks an AHPRA-registered provider to deliver psychological and mental health support during virtual and in-person meetings for the Department of Education’s Office for Youth’s engagement programs, from 1 December 2025 to 30 June 2026.

These programs include the Youth Advisory Group (YAG), the Youth Advisory Council for a Safer Australia (YACSA), and other ad-hoc engagement activities facilitated by the Office for Youth.

To meet child safety and duty of care obligations, the Department of Education’s Office for Youth requires a qualified psychologist to attend meetings and provide support as needed. Discussions may involve sensitive or complex topics, and professional guidance may be required during or following sessions.

Conditions for Participation:

- Lodgement of Responses: All responses must be lodged electronically via AusTender ([www.tenders.gov.au](http://www.tenders.gov.au)) before the specified closing date and time. Late responses will not be accepted.

- Response Template: Tenderers must complete and submit the Response Template provided in the ATM documents. Failure to use the template may result in the response being considered non-compliant.

- Engagement with Vulnerable Participants: Tenderers must comply with all applicable state and territory legislative requirements for working with vulnerable persons, including valid Working with Children Checks (WWCC) and/or National Police Checks for relevant personnel.

- Single Supplier Arrangement: This procurement seeks to engage a single qualified supplier to deliver continued psychological support services. Continuity is essential to maintain a safe, trusted environment for participants.

- Travel and Location Expectations: The successful provider will be required to travel to Canberra for the delivery of a single in-person workshop. Any associated travel costs must be included in the pricing schedule.

- Submitting Questions: All clarification questions regarding this ATM must be submitted via AusTender ([www.tenders.gov.au](http://www.tenders.gov.au)) by 3.00pm AEST, Tuesday, 2 September 2025. Questions submitted after this time may not be responded to.

- Confidentiality and Conflict of Interest: Tenderers must not disclose any information relating to this procurement to third parties without prior written approval. All participants must declare any actual, perceived, or potential conflicts of interest and may be required to sign a confidentiality undertaking.

- Mandatory Requirements: Tenderers must hold and demonstrate the mandatory qualifications and experience outlined in the RFQ. Failure to meet mandatory criteria may result in the response being excluded from further evaluation.

- Probity Reminder: Tenderers are reminded that all communications must be directed through AusTender. Direct contact with Commonwealth officials regarding this procurement may be considered a breach of probity.
