The Commonwealth of Australia as represented by the Australian Antarctic Division of the Department of Climate Change, Energy, The Environment and Water seeks an intercontinental jet air-link capability.

The intercontinental jet services are to transport passengers and cargo to Wilkins runway. Additionally, jet services will be provided to external National Antarctic Programs under the Quid Pro Quo, (QPQ) arrangement with the Commonwealth.

Other Instructions:

An Industry Briefing will be scheduled the week commencing the 9th June 2025. The invitation and further information will be distributed via an Addendum on AusTender closer to the time.

The Industry Briefing will be delivered virtually/Microsoft Teams.

The deadline for submission of Potential Supplier questions is 4:00 PM (AEST) 10 business days prior to the closing time.

Conditions for Participation:

As per the ATM request documentation, The Commonwealth will exclude a tender from further consideration if, at any time before any resultant Contract is executed, the Commonwealth considers that the Potential Supplier does not meet any one or more of the following conditions for participation:

1. holds an Air Operator"s Certificate (AOC), or the equivalent from a CASA recognised National Airworthiness Authority (NAA);

2. holds all valid and satisfactory STRs required for its entity type; and

3. holds all valid and satisfactory STRs required for the entity type of any first tier subcontractor that it proposes, as part of its tender, to engage to deliver goods or services as part of a contract resulting from a procurement with an estimated value of $4 million or more (GST inclusive). Potential Suppliers are to refer to the Shadow Economy Policy at clause 5.6.

Timeframe for Delivery:

It is anticipated that there will be a transition period from the Commencement Date of the Contract (CD), notionally 01 September 2025 to the In Service Date (ISD) on 01 July 2027, after which time the Supplier will be operational to commence flight operations for the 2027-2028 Austral season

The term of the Contract includes an Initial Contract Period of seven (7) years, with an option for the Commonwealth to extend for a further (5) years (Option Period). The Initial Contract Period will include the transition from CD to ISD.
