The Australian War Memorial is seeking the provision of scheduled maintenance from a facilities maintenance supplier on the facilities services including:

• Lump Sum tender for the provision of Scheduled and Reactive Maintenance of key facilities services within the permanent buildings in the Campbell and Mitchell Precincts;
• a Work Repair Limit (semi-comprehensive component—see clause 4.2 of Schedule 1A (Statement of Requirement—Facilities Maintenance Services); and
• a Schedule of Rates for Extended Works.
• To allow the Memorial to restore, house and present their collection, the buildings contain a significant quantity of traditional and specialised facilities services assets.

Industry briefings

The Memorial will hold an industry briefing for Registered Tenderers to clarify the Memorial’s objectives and priorities for this RFT and to respond to questions arising out of this RFT process.

Registered Tenderers must pre-register their attendance at the industry briefing with the Contact Officer no later than 2pm, Monday 21 July 2025. Attendance at the industry briefing will be at the Registered Tenderer’s own cost. Attendance at the industry briefing is compulsory.

The industry briefing details are as follows:

Industry Briefing & Site Walk

Date: Thursday 24 July 2025

Time and Location: 9.30am AWM Administration Building, Australian and then 1.30pm at 8 Callan St Micthell.

Attendance at the site walk is limited to a maximum of two (2) representatives per Tenderer. This is to ensure appropriate group size and safety management during the walkaround. Tenderers must ensure that only registered individuals attend.

The Memorial may change the date, location and/or time of the industry briefing at its absolute discretion, by issuing an addenda in accordance with clause 11.1 (Addenda and notices) in Part 2–Tender conditions of this RFT.

Tenderers must not rely on a statement made at the industry briefing as amending or adding to this RFT unless that amendment or addition is confirmed by the Memorial in accordance with clause 11.1 (Addenda and notices).

Conditions for Participation:

a) The Tenderer must have a registered business address and fully manned office in the ACT, or be able to demonstrate the ability to setup and man an office in the ACT prior to commencement of any contractual arrangement that results from this RFT.

b) The Tenderer must hold the respective trade-based licences and accreditation to undertake the works specified in clause 2.2 (Key Requirements) of Schedule 1A (Statement of Requirement—Facilities Maintenance Services) for Facilities Maintenance only.

c) The Tenderer must have a manned 24 hour/7 day call centre.

d) The Tenderer must be able to undertake the works generally utilising in-house employees be stationed at the main site.

e) The Tenderer must have attended the industry briefing;

f) hold a Valid and Satisfactory Statement of Tax Record by the Closing Time; or

I. have a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the Closing Time, and holds a Valid and Satisfactory Statement of Tax Record no later than 4 business days from the Closing Time; and

g) The Tenderer must hold a Valid and Satisfactory Statement of Tax Record for any first tier subcontractor that it proposes, as part of its response, to engage to deliver goods or services with an estimated value of over $4 million (GST inclusive).

Timeframe for Delivery:

The term of any contractual arrangement arising from this RFT with the successful Tenderer, as the case requires, will be five (5) years, with the option for four (4) one-year extensions.
