The Department of Foreign Affairs and Trade (DFAT) manages the Australian Government’s development partnership programs in Indonesia. DFAT requires Australian-funded programs to be independently evaluated at least once. DFAT currently requires an independent review of Phase 1 (2022 – 2026) of SKALA, a subnational governance program in Indonesia. The review will inform DFAT’s decision-making on the program’s extension (Phase 2, 2027 – 2030), identify changes needed for program improvement and generate knowledge and lessons for broader use.

The tender must be submitted via AusTender by the Closing Time outlined in the RFT.

The tender must include substantially completed Tenderer Response Schedules 1 and 2 in PDF or Microsoft Word.

The response to Schedule 1B must not exceed the page limit. Additional pages will be removed and not evaluated.

All responses submitted must be in English.

Timeframe for Delivery:

November/December 2025 to April/May 2026, with an option to extend for up to one month further and a further $50,000
