The Humanitarian Monitoring, Evaluation, and Learning Support project (HUMMEL) will support the quality and efficiency of Australian humanitarian investments and partnerships, with a focus on building capacity for coordination and alignment across the humanitarian program and increasing utilisation of evidence. It will expand DFAT’s existing model for humanitarian monitoring, evaluation and learning (MEL) and augment DFAT’s capability to monitor and report on the impact of Australia’s humanitarian assistance.

HUMMEL will deliver two end of program outcomes:

1. DFAT’s humanitarian programs and response teams have better access to coordinated, accessible, relevant and timely evidence and MEL advisory support.

2. DFAT’s humanitarian staff have improved MEL capability and access to expert advice on performance MEL.

The tender must be submitted via AusTender by the Closing Time outlined in the RFT.

The tender must include substantially completed Tenderer Response Schedules 1 and 2 in PDF or Microsoft Word.

The response to Schedule 1B must not exceed 15 A4 pages. Additional pages will be removed and not evaluated.

All responses submitted must be in English.

Timeframe for Delivery:

An initial term of up to $2 million over up to 4 years from approximately November 2025 to October 2029.

Option to extend for up to a further $500,000 and up to 1 more year (exercised at DFAT"s discretion).
