Description:

EST02146 National Maritime Infrastructure Maintenance Project (NMIMP) aims to identify and remediate identified deficiencies in specific maritime structures requiring major capital investment to maximise their useful life.

This pre-release notice is to provide advance notification of the Commonwealth’s intent to approach the market in a two-stage procurement for the provision of Design Services under a DSC contract.

The Commonwealth anticipates that the scope of the Project will be at the following locations:

• HMAS Stirling (WA) – High Level Bridge; Low Level Bridge; Parkes Wharf; Oxley Wharf;

• HMAS Kuttabul (NSW) – Fleet Base East Wharves; National Fuel Installation (NFI) Chowder Bay;

• HMAS Coonawarra (NT) - Attack Wharf;

• Harold E Holt (WA) – Navy Pier; and,

• Twofold Bay (NSW) – Ammunition Wharf.

The scope of works at these Sites may include structural remediation, corrosion protection, pavement upgrades, and the reinstatement of critical maritime infrastructure elements. This could involve activities such as pile wrapping and repairs, cathodic protection system upgrades, pavement and deck rehabilitation, and the restoration of mooring and berthing systems. In some locations, further investigation may be required to confirm the extent of deterioration and finalise the scope.

Other Instructions:

The procurement will follow a two-stage process, comprising:

• Stage 1: Invitation to Register (ITR) – Initial market engagement to shortlist tenderers; and,

• Stage 2: Request for Tender (RFT) – Formal tender submission from shortlisted applicants

The indicative delivery timeframe for the project is:

• Contract award: Q2 2026

• Completion of the Development Phase: Q4 2027

• Completion of the Delivery Phase (inc Defects Liability Period): Q4 2031
