The purpose of this REOI is to invite potential suppliers of the ISE Services described, to qualify to participate in a subsequent Request for Tender (RFT). Respondents should note that the AFP may or may not proceed to the RFT stage of this procurement. If the AFP elects to proceed with the RFT stage, it will release the RFT to those Respondents that the AFP considers have met the Conditions for Participation of this REOI. Qualification for Stage 2 (RFT) The following need to be satisfied in order for a Respondent to be selected to participate in the second (RFT) stage of this procurement process: Respondents who meet all Conditions for Participation detailed at clause 6.3 and adequately demonstrate that they meet the evaluation criteria at clause 6.4 through completion of Schedules 1, 2, 3, Annexure B to Schedule 3, 4, 5 and 6. Description:

The AFP invites Respondents to submit Responses for the provision of the Intelligence Systems Environment (ISE) Software and Implementation Services (ISE Services).

Subject to clause 6.1, this REOI process may be followed by a RFT process. An RFT process may request shortlisted Respondents to submit tenders in response to the proposed RFT.

Requirements for the Intelligence Systems Environment (ISE) Software and Implementation Services are inclusive of the following:

a) Software, including ongoing support, described in clause 3.3 ; and

b) Implementation Services, including configuration, customisation and integration, described in clause 3.4.

The provision of accurate, timely, high-quality, and defendable strategic, operational, and tactical intelligence to decision makers enables the AFP’s ability to protect the Australian community as well as broader Australian interests.

The ISE will uplift and support intelligence processes in a standardised and repeatable manner across the AFP, delivering efficiencies across end-to-end-intelligence processes.

Desired ISE outcomes include:

a) Enable deconfliction, collaboration and timely sharing of Intelligence Outputs by reducing information silos;

b) Ensure Intelligence’s ability to respond to changes in legislation, compliance regimes, governance and process over the foreseeable future;

c) Deliver knowledge management principles, processes and information flows that are lawful, well designed, easily understood and followed by system users; and

d) Enhance the process of information Collection and collation to allow Intelligence Professionals to develop robust, accurate and timely intelligence.

Conditions for Participation:

The AFP will exclude a Response from further consideration and will exclude from any subsequent RFT process if the AFP considers that the Response does not meet the following Conditions for Participation:

a) the Respondent must exist as a legal entity at the REOI Closing Time; and

b) the Respondent is capable of providing one or more parts of the services described in clause 3, including meeting all Mandatory Business Requirements of at least one identified Bundle. The Respondent’s submission must clearly indicate which Bundle(s) they are proposing to deliver.
