The service, currently referred to as the National Early Intervention Service (NEIS) will provide free, evidence-based mental health support to people experiencing, or at risk of experiencing, mild mental ill-health or transient distress. The NEIS will be a fully digital mental health service.
From 1 January 2026, a service provider will commence delivering the NEIS and provide:
Once it reaches maturity in 2029, the NEIS is expected to support more than 150,000 people each year. The NEIS will be implemented through a staged roll-out, expanding its service capacity over three years.
The NEIS will require a workforce to deliver LiCBT and a technology solution to support the service delivery including web access, user and practitioner portals, client records, workforce management, content management systems, and telehealth platforms.
Other Instructions:An industry briefing session will be held on the 26 June 2025. Participation is voluntary. Tenderers who wish to attend this event must register via email to nationalearlyinterventionservice@health.gov.au by 2pm on 24 June 2025.
Conditions for Participation:1. The Tenderer must not have had any judicial decisions against it (excluding decisions under appeal) relating to employee entitlements and have not satisfied any resulting order.
2. The Tenderer, its Personnel, and any Subcontractors proposed in the Tender must not, at the Closing Time, be listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth).
3. The Tenderer (and any Subcontractor proposed in its Tender) must not be named in the Consolidated list referred to in Regulation 40 the Charter of United Nations (Dealing with Assets) Regulations 2008 (Cth).

Note to Tenderers: Tenderers should apply for a Statement of Tax Record (and should ensure that their Subcontractors apply for a Statement of Tax Record) within sufficient time to meet this condition for participation.
5. The Tenderer, and/or any relevant Subcontractor/s, must have, as at the Closing Time:
This Condition of Tender can be met by the Tenderer and/or the relevant Sub-contractor/s that have responsibility for delivering the service, including clinical and technical governance, the model of care and partnerships with service users.
Tenderers and/or relevant Sub-contractors who have met the above criteria 16.4 or 16.5 are provided with an Accreditation Testimonial issued to you by your accrediting agency as per requirements outlined by the Australian Commission on Safety and Quality in Health Care. This is the only form of evidence of accreditation that will be accepted as demonstrating that the Tenderer and/or relevant Sub-contractors have met criteria 16.4 or 16.5 for this Condition for Participation and must be provided as evidence in your Tender.
Note to Tenderers: Tenderers and/or relevant sub-contractors who have met the above criteria 16.4 or 16.5 are provided with an Accreditation Testimonial issued to you by your accrediting agency as per requirements outlined by the Australian Commission on Safety and Quality in Health Care. This is the only form of evidence of accreditation that will be accepted as demonstrating that the Tenderer and/or relevant sub-contractors have met criteria 16.4 or 16.4 for this Condition for Participation and must be provided as evidence in your Tender.
Tenderers and/or Sub-contractors who meet only the above criteria 16.6 must provide a signed contract with an approved accrediting agency for the assessment against the Standards that demonstrates the assessment against the Standards can be completed by 17 October 2025 at the latest, to facilitate accreditation by 1 January 2026. This is the only form of evidence that will be accepted as demonstrating that the Tenderer has met criteria 16.6 for this Condition for Participation and must be provided as evidence in your Tender.
The Tenderer/and or Sub-contractor must be fully accredited by 1 January 2026 and commit to maintaining accreditation throughout the agreed period. Requirements to maintain accreditation are described under the Australian Health Service Safety and Quality Accreditation Scheme by the Australian Commission on Safety and Quality in Health Care.
Note to Tenderers: The Standards require service providers to consider the safety and quality of care in its business decision-making which includes partnerships and Subcontractor arrangements. A digital mental health service provider is defined as an organisation that provides one or more in-scope digital mental health services and has governance systems to oversee the delivery of the service. A developer of a digital mental health service that makes the service directly available to service users and their support people is considered a service provider.
