ANSTO’s nuclear medicine manufacturing facility (Building 23) is nearing the end of its operational life, and a replacement facility will be required. ANSTO and the Australian Government are working together to secure the long-term (~40 year) supply of vital nuclear medicines for Australians by delivering the Nuclear Medicine Manufacturing Program (NMMP).

The core scope to be delivered as part of the NMMP, is the design, construction, and commissioning of a new Nuclear Medicine Manufacturing Facility (NMMF), which will be a two-story building at ANSTO’s Lucas Heights site.

The Supplier for this procurement will deliver the Services in relation to the following Stages:

· Design Stage including

o Project Familiarisation;

o Finalised Concept Design;

o Preliminary Design;

o Advanced Design;

o Detailed Design (Optional Services); and

o Issued for Construction (Optional Services).

· Construction Stage (Optional Services) including:

o Manufacturing, Construction and Commissioning Support Services; and

o Know-How Transfer and Transition Out.

The Scope of Services is summarised however is not limited to the following:

a) provide management plans;

b) review, update and price bill of quantities prepared by the design consultant,

c) develop, manage and update project cost plan;

d) develop, manage and update whole of life cost model and report,

e) prepare monthly services reports;

f) prepare and manage cash flow forecast;

g) attend meetings as required;

h) lead and support risk management and value management activities;

i) support management of the project BIM model;

j) provide cost advice from time-to-time; and

measure work completed and prepare, process and make recommendations regarding payment schedules for the concerning payment of accounts to major contractors and suppliers on a monthly basis.

ANSTO"s Request for Tender (RFT) contains a Non-Disclosure Agreement (NDA) as a separate attachment which is required to be completed, prior to progressing to the next phase of the process. Nominations for the industry briefing must also be registered at the same time.

Suppliers are to complete:

- the Request for Tender Information Document

- Part C – Non-Disclosure Agreement

- Register for the Industry Briefing

and return via email to the Contact Officer.

This will allow the Supplier to gain access to the Limited Request for Tender which includes the full ATM Documentation. Refer to RFT timetable for key dates.

Other Instructions: Conditions for Participation:

Suppliers must:

1. Comply with the Threshold Evaluation Criteria

2. Confirm they meet the Threshold Evaluation Criteria and will be tendering for this package

3. Return an NDA signed by the Supplier’s duly authorised representative

4. Return a signed copy of the Request for Tender Information Document with the NDA confirming they meet the conditions for participation.
