Note: This is not a Request for Tender. This notice is intended to update the Annual Procurement Plan listing (DFAT-389) and to share with Industry the Falepili Mobility Program exposure draft link and the information on the Australia-Falepili Treaty.
The Request for Tender will be published on 3 June 2025 and close 30 June 2025.
About the Program
DFAT is seeking an established and experienced Integrated Service Provider (ISP) or Managed Service Provider (MSP) with a national presence to provide:
I. A case management system to collect and organise client interactions prior to departure and after arrival in Australia. Individual Case Management Plans (CMP) need to be accessible and updateable both in Tuvalu and Australia.
II. Dissemination of information (not advice) about the Mobility Pathway and life in Australia, and facilities for visa lodgement.
III. Settlement Support Services to support the mobility pathway. Delivered in Australia to Visa holders, which have referred to the ISP / MSP by DFAT.
The Settlement Support Services and responsibilities of the ISP / MSP may include:
1. In Tuvalu Services – delivered outside of Australia
Establishing a permanent in-country presence in Tuvalu’s capital, Funafuti, to support dissemination of information (not advice) and provide facilities for visa lodgement.
o Australian Cultural Orientation type services and education services – tailored program information and education services for Tuvalu with respect to the special mobility pathway
o Employment guidance and assistance including resume development and access to employment sites, and placements.
o Provide ICT equipment (computers / tablets) to complete ballot and or visa applications, schedule appointments and research employment and housing sites
o Pre-ballot and departure support services and information sessions, addressing the needs of the Tuvaluan people and assist them in gaining information about the Falepili Mobility Pathway process.
o Program management requirements including detailed outline of the supplier’s approach to expanding services for Tuvaluans, and focused reporting (including financial).
o Pre-Arrival Services - Orientation is a significant component of the FMP and aims to provide clients with the basic skills and knowledge that will allow them to independently access services and to progress towards a successful settlement.
o Pre-Arrival Assessment – to be completed with the client prior to their arrival in Australia. Includes an evaluation of the support services required and client needs.
2. In Australia Services – delivered in Australia
Services to be delivered, based on the client’s needs, when the client arrives in Australia or is referred by the Department.
o Eligibility for Immediate Services – not required by all client’s
o Needs based approach for immediate services – based on client needs identified through the Pre-Arrival assessment
o Logistical needs – Meet the client upon arrival and arrange appropriate transportation i.e. child seats or mobility needs.
o Safety Assistance – supply visual aids, details of emergency services, and how to contact emergency services in Tuvaluan
o Health Assistance –immediate health needs in accordance with the immediate services request i.e. mobility aids, medical treatments.
o Essential registrations – Medicare, open a bank account, NDIS etc.
3. Case Management (planning)
Assess the client’s circumstances and prepare a CMP with the client to identify the actions, responsibilities and timeframes needed to help the client settle in Australia
4. Enabling Services
Subject to the client’s needs outlined in their CMP, Enabling Services will be required to support the client through their settlement and integration journey. Enabling Services are specific services that are available to clients on a needs basis and may not be utilised by every client
o Housing Services – information and connections only
o Health and Wellbeing Services
o Education Enrolment Support
o Social Support Services
o Translating Service - Tuvaluan
o Economic Participations Services
o English Language Services
o Community Participation Services
