CSIRO, through this RFT, is seeking responses from suitably experienced Suppliers to undertake the role of Contractor for the ACDP Electrical Infrastructure Works (EIW) Project. The Contractor is required to provide design services leading to optimised design-for-construction.
The Contractor will provide all professional construction services, leading to the timely completion of the EIW project as detailed in this Request for Tender.The Contractor will be responsible for further developing and finalising the design and then constructing the works.
Other Instructions:Annexures A to D of Attachment A – SOR contain confidential information. Further information regarding the Tenderer"s obligations in respect of confidential information is set out in the Confidentiality Deed and the RFT Documents.
In order to obtain Annexures A to D of Attachment A – SOR , Tenderers are required to complete the CSIRORFT2025011 Attachment F Confidentiality Deed as per the Instructions in clause 5.1 of the CSIRORFT2025011 Head Document.
Tenderers should also note that there is a Mandatory Site Visit required for this Request for Tender. Tenderers should refer to clause 5.17 of the CSIRORFT2025011 Head Document for further information and instructions on how to register attendance.
Conditions for Participation:Subject to clause 5.8, Unintentional Errors of Form, CSIRO will exclude a Tenderer from further consideration and evaluation if CSIRO considers in its absolute discretion that the conditions for participation set out in this clause have not been met by the Tenderer. Notwithstanding anything else contained in this RFT, only requirements listed in this clause will be deemed conditions for participation.
a. the Tenderer exists as a legal entity at the RFT Closing Time and Date
b. at the time of lodgement of their Tender, Tenderers must not have been:
i. precluded from tendering for Australian Government funded work or
ii. subject to a judicial decision against them relating to employee entitlements (not including decisions under appeal, and have not paid the claim
c. where the Tenderer is a Relevant Employer, the Tenderer is compliant with its obligations under the Workplace Gender Equality Act 2012 (Cth) (the WGE Act). Further information may be found at http://www.wgea.gov.au/
d. the Tenderer must comply with all Mandatory Requirements as set out in the Attachment A - SOR (Statement of Requirements)
e. the Tenderer will be required to hold all Valid and Satisfactory Statements of Tax Record:
i. required for its entity type; and
ii. required for the entity type of any first-tier subcontractor that it proposes, as part of its response, to engage to deliver goods or services as part of a contract resulting from a procurement with an estimated value of $4 million or more (GST inclusive).
Tenderers should apply for a Statement of Tax Record and should ensure that their subcontractors apply for a Statement of Tax Record within sufficient time to meet these conditions for participation.
Depending on their entity type, some Tenderers may need to apply for multiple Statements of Tax Record. Further information about this is available at

f. Tenderers (including new businesses and foreign Tenderers) are required to provide evidence of their compliance as specified in Schedule 3 item 1.4.3 of Attachment B - TRS (Tender Response Schedules) and successful Tenderer/s must provide a Valid and Satisfactory Statement of Tax Record/s prior to the award of a Contract.
g. It is a requirement of this project that the Builder/s contracted to undertake the building work be accredited under the Work Health and Safety Accreditation Scheme, established under the Federal Safety Commissioner Act 2022, at the time of entering into the contract for the building work and while the building work is being carried out. The Builder/s must comply with all conditions of Scheme accreditation.
h. Tenderers should note that the Environmentally Sustainable Procurement Policy applies to this RFT. The Environmentally Sustainable Procurement Policy aims to improve environmental sustainability across three focus areas: climate; the environment; and circularity.
