Navy is the largest training provider in Australia for the maritime technical domain. Training Force is responsible for providing the training of both permanent and reserve Navy personnel from initial recruitment to ongoing employment training (e.g. trade/profession/platform specific) including professional career development, in the most efficient and effective way.
Some deficiencies have been identified which, due to a number of factors, Training Force is unable to deliver the appropriate courses and/or proficiencies and to address the subsequent skill gaps. The Commonwealth is seeking to engage a highly capable and experienced contractor to develop and deliver tailored courses that align specifically with the Navy’s requirements, specifically:
a. Deliver vessel master training for vessels up to 24 metres in length to the Australian Industry Standard of a “Master up to 24m Near Coastal” for up to 36 personnel per year. This training is to include RAN specific content relating to the operation of vessels such as Steber craft, RAN Dive launches and MDREU support vessels. Practical elements of the course are to be provided in Sydney, NSW and Rockingham, WA. The contractor shall provide the training platform for Sydney-based training and the RAN will provide the training platform for WA-based training. The Sydney-based platform should represent RAN Small vessels in size and construction as best as possible. Training may be delivered over a number of courses throughout the year.
b. One large shiphandling training course for deep specialist navigators of RAN deep draught vessels over 10 000 tonne for up to 8 personnel per year. Training is to include berthing and unberthing, slow speed manoeuvring, use of tug assets in shiphandling including tug orders and commands and include the option for azipod specific shiphandling training. Themes should include forces and their effects, natural elements and their effects, UKC effects, turning theory, propulsion train types and momentum in shiphandling. The course is to include simulator-based training and classroom theory.
c. Two large shiphandling training courses for Command of deep draught-vessels over 10 000 tonne for up to 5 personnel per course per year. Training is to include execution and oversight of berthing and unberthing, slow speed manoeuvring, use of tug assets in shiphandling and include the option for azipod specific shiphandling training. Themes should include forces and their effects, natural elements and their effects and momentum in shiphandling. The course is to include simulator-based training and classroom theory.
d. Two GMDSS courses for the award of AMSA approved General Operator’s Certificate for up to 12 people per course per year.
