The services to be delivered by the expert advisers include:

1. Acoustics adviser

a) Provide advice on the Program Guidelines, including the methodology for the preparation and evaluation of Noise Treatment Plans.

b) Provide advice on the the noise measurement methodology presented by a separately engaged Managing Contractor who will plan and deliver the Program’s noise treatment and related works.

c) Undertake peer reviews of Noise Treatment Plans prepared by the Managing Contractor to ensure the proposed noise treatments achieve the desired indoor noise target and are cost effective.

d) Undertake quality assurance checks on completed noise treatment works delivered by the Managing Contractor to ensure these achieve the desired indoor noise target.

2. Building control adviser

a) Provide advice on the building materials standards documentation to apply to works under the Program.

b) Undertake peer reviews of Noise Treatment Plans prepared by the Managing Contractor to ensure the proposed related building works are required, will meet Building Code requirements and are cost effective.

Undertake quality assurance checks on completed noise treatment works delivered by the Managing Contractor to ensure these meet Building Code requirements and are of a satisfactory quality.

3. Cost Planning adviser

a) Provide advice on the cost caps to be applied under the Program.

b) Undertake peer reviews of Cost Plans prepared by the Managing Contractor to ensure that the quantities are appropriate and the proposed costs are accurate for the labour and materials available for the proposed works.

c) Undertake reviews of costs to assess any variances between proposed and completed works and to identify cost trends that may impact future proposed works.

Other Instructions:

An industry briefing will be held on Monday, 14 April at 11:30am (AEST).

Services relate to works in the program eligibility area surrounding WSI.

Most of the services can be undertaken as desktop reviews, although sample site inspections are expected.

Any entity or individual contracted to provide the Expert Adviser services cannot be engaged in the direct delivery of Managing Contractor services.

Conditions for Participation:

Formal qualifications and experience in the required disciplines.

Entities or proposed personnel engaged by the Managing Contractor cannot be engaged to deliver the Expert Advisory services.

Responses can be either individual service responses or consortia responses for multiple services (or both).

Timeframe for Delivery:

June 2025 to 31 December 2028
