Understanding the predicted collision mortality impact of onshore wind turbines on threatened bird and bat species is important in environmental assessment of wind farm projects proposed under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act).
The department requires the development of a quantitative tool to support assessment of the impacts of predicted bird and bat collision fatalities at wind farms to establish a transparent, consistent, and data-driven framework for industry and regulators.
The Decision Support Tool should, but is not limited to;
• Quantify the impact of removing a predicted number of individuals from a population at a specific wind farm on both the local and overall populations.
• Provide an evaluation and result at a scale relevant to the EPBC assessment process, that is; individual species numbers and individual wind farm sites.
• Generate results for all bird and bat species listed under the EPBC Act that are at risk of collision with onshore wind turbines.
• Provide pre-set values for the model parameters for at least 30 priority EPBC listed bird and bat species at risk of collision with onshore wind farms.
• Include consideration of; model and parameter uncertainty; migratory/ partially migratory, nomadic/ highly mobile species; cumulative impacts; and the operational lifespan of wind farms.
• Be available as a public facing, user friendly, digital tool.
Engagement with the department and key stakeholders will be required to ensure the resultant product is fit-for-purpose and can be effectively used for decision making under the EPBC Act.
