The Environmental Contamination Advice and Standards Section (ECASS) currently has no technical resources to allow newer contamination assessment officers to understand the potential contaminants, risks, pathways, and receptors at innovative industrial development sites.

The successful supplier is to produce three (3) generic industry site dossiers covering:

· Offshore wind farms

· Airports (including redevelopment / new runways)

· Decommissioning offshore oil and gas (note: decommissioning phase only, not including construction and operation phases).

Other than for the ‘Decommissioning offshore oil and gas’ industry, our interest is in whole of life-cycle studies covering all stages of a site’s usage including construction, operation, and decommissioning.

The successful supplier is also to supply a generic template not specific to any particular industry site type, and a digital conceptual site model (CSM) template. When agreed, these templates are to be used for delivering the three dossiers.

These dossiers will each contain a comprehensive overview of the site / industry, including:

· a generic description of the industrial process and activities involved at the site

· a one-page schematic illustrating the industrial processes / activities at the site

· a generalised CSM, in both tabular and graphical format

· a prose description of the CSM and any Source-Transport-Receptors issues involved

· a description of potential / likely points of release of contaminants

· a list of anticipated or commonly encountered contaminants / contaminant classes

· tabulated data outlining historical examples of predicted and / or recorded environmental concentrations (PECs / RECs) and associated default Guideline Values (GLVs) for each environmental compartment (e.g., air, soil, sediment, freshwater, marine water, groundwater, and biota)

· a list of relevant national and international regulation and guidelines related to each site-type or industry, including diverse quality peer-reviewed publications

· Key references / scientific studies, for inclusion in an associated EndNote library

· Any other material as may be relevant to informing contaminated site assessment officers unfamiliar with the type of site.

Dossiers may require several stages of drafting. The supplier should anticipate two rounds of editorial comments. Dossiers must comply with DCCEEW’s https://www.w3.org/TR/WCAG21/AG)
