This is a market notification. SKAO aims to gather insights from consultants who provide specialist advice on Power Purchase Agreement (PPA) solutions. It may also serve as a precursor to a procurement process. SKAO’s preference may be to engage a single consultant to provide advice on all matters relating to this work. However, depending on the capability and resources of interested consultants, the works may be split.

The technical consultant would be required to advise on the following:

> Part 1: Development of the key PPA terms and conditions

> Part 2: Development of the PPA technical specification

Interested vendors are requested to provide the information requested in the RFQ Document attached with this market notification. Please feel free to provide any additional information that you think is relevant.

Conditions for Participation:

The supplier should complete their submission using the SKAO Kommers Supplier Portal by 31.01.2025 - 12:00am ACT local time. The supplier will need to register an account on the SKAO Kommers Supplier Portal to submit their response. Supporting documents may be referenced within the template and submitted separately. All questions can be asked via the SKAO Kommers Supplier Portal. In order that all contractors receive the same information, please limit these questions to the formal processes.

Timeframe for Delivery:

SKAO intends to commence the CPS procurement process in mid-2025. It is expected that the tender process will consist of an initial pre-qualification phase followed by an invitation to tender phase. The aim is to have the PPA executed no later than Q3 2026.
