The "HILDA Survey" is a household-based panel study that collects valuable information about economic and personal well-being, labour market dynamics and family life. It aims to tell the stories of the same group of Australians over the course of their lives.
Started in 2001, the HILDA Survey provides policymakers with unique insights about Australia, enabling them to make informed decisions across a range of policy areas, including health, education and social services. The HILDA Survey data is a valuable source of information with the datasets being used extensively both in Australia and overseas. Researchers may apply to obtain access and use the HILDA Survey data.
The preparation, design and planning of the relevant waves of the HILDA Survey takes considerable time and occurs before the fieldwork commences. The Australian Department of Social Services invites suitably qualified organisations to tender for the provision of design, implementation, management and reporting of the HILDA Survey for waves 26-29 with the option to extend for waves 30-31.
Other Instructions: Conditions for Participation:The Tenderer must, at the Tender Closing Time:
1a) hold all Valid and Satisfactory Statements of Tax Record required for its entity type; and
1b) hold all Valid and Satisfactory Statement of Tax Record required for the entity type of any first tier subcontractor that it proposes, as part of its Tender, to engage to deliver the goods or services as part of a contract resulting from a procurement with an estimated value of $4 million or more (GST inclusive);
2. exist as a legal entity at Tender Closing Time. In the event that the Tenderer is a consortium, joint venture or partnership, the lead member must be a legal entity at Tenderer Closing Time;
3. not be insolvent, bankrupt, in liquidation, or under administration or receivership at the Tender Closing Time (this applies to any consortia, joint venture or partnership members proposed in the Tender);
4. not be subject to a judicial decision against it relating to unpaid employee entitlements (not including decisions under appeal), where the employee entitlements remain unpaid;
5. not be named in the consolidated list referred to in regulation 40 of the Charter of United Nations (Dealing with Assets) Regulations 2008 (Cth);
6. demonstrate compliance with the Workplace Gender Equality Act 2012 (Cth); and
7. have complied with its obligations under the Modern Slavery Act 2018 (Cth), including (if applicable) registering a Modern Slavery statement with the Attorney General’s Department, If the Tenderer is a ‘reporting entity’ under that Act.
Timeframe for Delivery:The services are expected to start in March 2025 and be provided for a seven-year period. There is an option for extension for an additional two waves.
