This Approach to Market (ATM) is for the provision of expertise to develop methods for the Nature Repair Market. We invite tenders to develop methods that enhance and protect existing environments as well as establish or restore habitat.
The Nature Repair Act 2023 (Act) came into effect on 15 December 2023 establishing a framework for a world-first legislated, national, voluntary biodiversity market.
The Nature Repair Market scheme is a government initiative that incentivises actions to restore and protect the environment. It encourages nature positive land management practices that deliver improved biodiversity outcomes. The scheme establishes a marketplace where individuals and organisations can undertake nature repair projects to generate a tradable certificate.
The Nature Repair Market are working with experts, landholders and First Nations organisations to progress key elements of the scheme, including:
• establishing the Nature Repair Committee
• consulting on subordinate legislation, including legislative rules
• developing biodiversity assessment instruments and methodology determinations (methods).
A method is a set of requirements for running a specified class of projects under the Nature Repair Market.
The successful supplier/s will provide methods/method-related materials that can be submitted to the Nature Repair Committee for consideration.
This ATM (2024_2533) is the first approach to market under the Initiative. The Customer intends to issue subsequent approaches to market to procure similar services during 2024-25 and 2025-26 financial years.

Conditions for Participation:The Customer will exclude a tender from further consideration if, at any time before any resultant Contract is executed, the Customer considers that the Potential Supplier does not meet any one or more of the following conditions for participation:
• the tender must be lodged electronically via AusTender before the Closing Time;
• the Potential Supplier must exist as a legal entity;
• the Potential Supplier must not be subject to a judicial decision against it relating to unpaid employee entitlements (not including decisions under appeal), where the employee entitlements remain unpaid;
• the Potential Supplier must not be named in the consolidated list referred to in regulation 40 of the Charter of United Nations (Dealing with Assets) Regulations 2008 (Cth) (accessible at https://www.dfat.gov.au/international-relations/security/sanctions/consolidated-list); and
• The Potential Supplier must be compliant with the Workplace Gender Equality Act 2012 (Cth).
Timeframe for Delivery:The Department of Climate Change, Energy, the Environment and Water intents to procure services during FY24/25 and FY25/26
