The Australian Federal Police (AFP) was established by the Australian Federal Police Act 1979 (Cth) and is the Australian Government’s primary law enforcement agency, policing for a safer Australia. The AFP is Australia’s international policing agency and the chief source of advice to the Australian Government on policing issues. The AFP also provides community policing services to the Australian Capital Territory through a purchasing agreement with the ACT Government.

The range of the AFP’s functions reflects the increasing breadth, depth and complexity of the Australian Government’s law enforcement interests. Key outcome areas will continue to encompass protecting national security, particularly in countering the threat of terrorism to the safety and security of Australians; preventing and investigating major criminal activity affecting the Australian community and Australia’s social and economic well-being; countering the threat from high-tech crime; and providing assistance to strengthen law and order in the Pacific region.

Other Instructions: Conditions for Participation:

The AFP will exclude an EOI Response from further consideration and inclusion in the subsequent RFQ process if it considers that the Response does not meet the following Conditions for Participation:

• the Respondent exists as a legal entity at the Closing Time; and

• Are capable of providing the services as outlined in section 1.3 in a modular arrangement; and

• Has an active Australian Business Number Status; and

• Has or has the ability to obtain a current Queensland Building License of appropriate category for the anticipated value of the works by the estimated contract start date; and

• Proven ability to provide the services on a Leasing Full-Service Agreement; and

• Has a representative who will be available as required in Queensland.

The AFP will not enter into an agreement with suppliers who have had a judicial decision against them (not including decisions under appeal) relating to employee entitlements and have not paid the claim. Respondents are required to provide confirmation of this issue in Schedule 4 – Deed of Declaration, Disclosure and Acknowledgment.

Timeframe for Delivery:

Initial term 10 years, with a 5 year option to extend.
