Provide a scalable service delivery model for Air Transport and Air Freight services to Christmas Island (XCH) and Cocos (Keeling) Islands (CCK) in the IOT which; minimises the need for underwriting, matches supply with demand and allows for surge capacity for peak periods and major events.
