This request for tender is intended to identify a suitable consultant to provide the Australian Institute of Marine Science (AIMS) with health and safety services to ensure AIMS safety
management processes and systems are robust and fit for purpose. Services required include review of resourcing, systems and processes supporting AIMS Safety Culture and Risk Management and
facilitated implementation of prioritised areas of improvement.
The work will be undertaken in 2 parts:
Part A includes
HSE resources (people and financial) - assessment of adequacy given historical organisational size, expected growth and breadth of our operations and science programs.
Recommendations on proven, safety cultural development programs.
Review of AIMS/HSE Governance processes and practices impacting health and safety management.
Review of HSE Business Plan (Appendix G) strategic priorities and objectives with respect to suitability given the current organisational context, and resourcing.
Review of HSE management systems software, including those systems used for hazard and incident reporting, safety inspections and auditing, TRA/JHA/SWMs and operational procedures
development, and operational task management. Review to include recommendations on adequacy of existing systems and or adoptions of any alternate system noting the requirement to be compatible
with planned data warehousing projects and existing corporate systems.
Review of AIMS policies and procedures including standard operating procedures for effectiveness in delivering zero harm safety aspiration (Appendix F).
Review of the effectiveness of communication and information pathways, including AIMS Policy and Procedure, SharePoint, and Teams pages.
Cost estimation for any suggested improvements, including ongoing operating costs.
Project support for execution of priority recommendations targeting immediate improvement to AIMS systems and processes.
Ongoing input to the cost management for the duration of the project.
Should the review recommendations from Part A be approved in full or in part, and funded, Part B – Implementation - will commence utilising service provider resources:

It is anticipated that the consultant provide time and resource cost estimates for the major components of the Part B – Implementation to aid in prioritisation.

AIMS seeks a professional consultant that:
Seeks to engage, consult, test, and confirm user requirements as they relate to existing health and safety management at AIMS.
Has a strong understanding of legislative requirements around health and safety risk management, both physical and psychosocial, and how to apply these to safety management to maximise user
engagement, achieve effectiveness and efficiency gains and reduce administrative burden.
Provides well resolved and documented information.
Understands land and marine-based scientific operating conditions.
Takes a collaborative partnership approach to review and implementation.
Carefully considers cost vs benefit of any recommended change to safety systems and processes and the time and resources required to fully embed recommendations.
Has a strong understanding of safety management systems and culture and can work effectively and collaboratively with workers to identify and implement improvement opportunities, in a cost
and time-efficient manner.
We also expect that the successful Respondent will be able to demonstrate the ability to work closely and collaboratively with AIMS’ operational and scientific teams, to create value in the
review outcomes. This requires consultants with a collaborative attitude that can understand diverse requirements of a scientific organisation and clearly highlight system/process improvement
opportunities based on their significant experience and understanding in similar projects.
