The Skills for Education and Employment (SEE) program aims to improve access to foundation skills training, focusing on building language, literacy, numeracy and digital literacy (LLND) skills. The Australian Government is investing $436.4 million over 4 years to support around 27,000 Australians a year to access training to help them improve their LLND skills, enabling them to undertake further training and actively participate in the economy and in society.

The Department of Employment and Workplace Relations seeks responses from organisations interested in delivering Stream 1 of the SEE program from 1 July 2024.

Stream 1 will be delivered through General SEE Services and Distance Learning. SEE training is tailored to individual abilities and goals and is delivered across Australia, both part-time and full-time, in metropolitan, regional and remote locations.

The SEE program has been operating since 2002 (it was formerly known as the Language, Literacy and Numeracy Program). Changes to the SEE program for this tender include:

• expanded eligibility to all Australians over the age of 15
• workplace training
• provision of accredited and non-accredited training, providing greater flexibility to better support learner training needs
• support for learners to remain in training and achieve outcomes
• the introduction of Adult Literacy Brokers.

If your organisation has the capabilities, interest and commitment to deliver the services for Stream 1 of the SEE Program, then submit your response to the Request for Tender (RFT) by the closing time and date.

The RFT sets out the service requirements as well as information on how to respond, the selection criteria and evaluation process, and is available to download through the 360 Providers’ Portal, accessible at: tenders.employment.gov.au (see further instructions below).

Submitting your response to this RFT

In accordance with the Commonwealth Procurement Rules, the department has advertised this approach to market on AusTender, however, all responses to the RFT must be submitted through the 360 Providers’ Portal.

Tenderers must access and register on the 360 Providers’ Portal via the link on the (tenders.employment.gov.au).

Tenderers are reminded that Addenda may be issued in relation to the RFT and are advised that they will not be able to finalise their Tender response and submit it without reading all Addenda in the 360 Providers’ Portal. Specifically, Tenderers must be aware that:

• Tenderers must read all Addenda to submit a response
• the SUBMIT AND LOCK RESPONSES button will not operate in the 360 Providers’ Portal until all Addenda have been opened and marked as read
• Addenda are accessed through the menu options in the 360 Providers’ Portal
• it is in the best interest of Tenderers to read any Addenda as soon as they are issued in order to be informed of Addenda content and to ensure they can SUBMIT AND LOCK RESPONSES in the 360 Providers’ Portal by the closing time and date.
