The Audit and Risk & Compliance Departments of the Reserve Bank of Australia (the Bank, ABN 50 008 559 486) are inviting Proposals from service providers (Respondents) for the provision of Co-sourced Internal Audit and Advisory Services, in line with the terms and conditions of this of this Request for Proposal (RFP). Central to this RFP process is that Respondents demonstrate capability to deliver specialists in Internal Audit (including IT audit), Risk & Compliance Advisory.

Other Instructions: Conditions for Participation:

1. The Respondent exists as a legal entity at the Closing Time.

2. Tender response received prior to the closing time and lodged electronically via AusTender.

3. The Proposal must include a completed and signed Response Deed.

4. The Respondent has acquired certification in either ISO/IEC 27001, SOC2 Type 2, or IRAP and will provide evidence as part of this RFP response.

5. The Respondent complies with the following requirement,

- Confirmation that the Respondent will participate in the Vendor Control Assessment (VCA) conducted by the Bank when required and associated onboarding processes if successful.

6. The Respondent is not subject to a judicial decision against them relating to employee entitlements (not including decisions under appeal and have not paid the claim).

7. Where the Respondent is a Relevant Employer, the Respondent is compliant with its obligations under the Workplace Gender Equality Act 2012 (Cth) (the WGE Act).

8. The Respondent is not precluded from tendering for Australian Government funded work at closing time.

9. The Respondent must not be an entity listed under terrorist legislation or subject to sanctions.

Timeframe for Delivery:

Registration for industry briefing: 27 November 2023 (Respondents are to confirm your participation and attendees with the Bank’s Contact)

Industry briefing: 10:am to 11:am 29 November 2023 (Zoom link will be provided when the registration for industry briefing is received)

Cut-off time for questions: 6 December 2023

RFP Closing Time: 2.00pm (Sydney time) on 13 December 2023

Tender Evaluation (including due diligence check, Vendor Control Assessment (VCA), negotiation of contract): Mid- Jan to March 2024

Negotiation of contract: Feb 2024

Contract execution: March 2024

Notification to unsuccessful Respondent(s): March 2024

Anticipated commencement of Services: April 2024
