Navy Capability Infrastructure Sub-Project package 8A (NCIS-8A) Cadet Bridging Solution located in Cairns.

TS Endeavour is the existing Navy Cadet Facility at HMAS Cairns. TS Endeavour is to be demolished to allow the construction of the NCIS-8A Works at HMAS Cairns, all by other contractors (outside the scope of this Project). The Cadet Bridging Solution is required to replace the to be demolished TS Endeavour cadet facilities and is the subject of this RFT.

The Cadet Bridging Solution is being commissioned to meet the accommodation, parading, administration, dining, teaching, and boat and equipment storage requirements for 80 Cadets and 8 instructors. The Contractor will be required to design and construct the Cadet Bridging Solution which includes:

• Civil and ground improvement works,

• Storm water and drainage,

• Site services and network connections,

• Roads and pavements including cadet parade ground, car parking, and line marking,

• Pickup/ drop off area,

• Boat storage area including boat washdown, quartermaster storage, Dangerous Good storage, and bin storage, and

• Cadet and instructor accommodation including overnight accommodation, instructor working accommodation, kitchen and dinning area, amenities, classrooms, laundry, and storage.

The Cadet Bridging Solution is to be located on an undeveloped site at Tingira St, Portsmith and is to be designed and constructed as a minimum viable product solution with an intended use of 10 years. The 30% CDR is included as an Information Document to guide subsequent design development.

NCIS-8A Cadet Bridging Solution is to be delivered under the Medium Works (MW-2 2021) – Design and Construct Contract. The Medium Works Contractor services include completion of the design (through 50% and 100% design milestones), achieving all required approvals, constructing, and handing over the NCIS-8A Cadet Bridging Solution Facilities.
