Gateway Housing Association wish to establish a framework of competent and experienced service providers to undertake grounds maintenance and associated services at properties owned and/or managed by Gateway Housing Association. Full details related to the scope of services to be procured are included within tender documentation.It is intended that the framework agreement established following the procurement will run for a maximum term of four years, with call-off contract(s) entered into under the framework agreement. Gateway Housing Association will utilise a bespoke framework agreement and call-off contract.

Gateway Housing Association will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 (SI 2015 No 102) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales, and Northern Ireland)
