Creating Enterprise CIC (“CE”) is a wholly owned subsidiary of Cartrefi Conwy Cyfyngedig (“Cartrefi Conwy”). Cartrefi Conwy owns and manages over 4,000 properties throughout the county of Conwy in North Wales. More details are available at Home - Cartrefi Conwy.

Cartrefi Conwy owns a development site at Pensarn, Abergele as described on the Site Plan included in the draft contract documents referenced in Appendix 2 [Draft Contract Documents] and made available on the sell2wales site (“the Contract Documents”).

CE both carries out repairs for Cartrefi Conwy and constructs Passivhaus modular homes across the 6 counties of North Wales under licence from Beattie Passive. More details are available at Home - Creating Enterprise.

CE wishes to select a contractor (“the Contractor”), to carry out groundworks (“the Works”) on the Pensarn site (“the Site”) as described in the Contract Documents. CE is the main contractor for the development of the Site so the Contractor will technically be a subcontractor. However, as the JCT Intermediate Building Contract with contractor’s design 2016 is the form of contract being used for the Works, for consistency we have referred to the contractor for the Works being procured as “the Contractor” in this ITT, the procurement documents, and the Contract Documents.
