The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons

Explanation:

No other reasonable alternative or substitute exists for this procurement all equipment within the Regional Fertility Centre must be fitted with the RI Witness reader system which is the only system that operates in conjunction with the RI Witness system and RFID tags. This is an integral system within the Regional Fertility Centre, to replace it would require significant infrastructure, validation and ICT works that would impact on patient care and service delivery. The absence of competition is not a result of the artificial narrowing of the parameters of the procurement.
