II.2.4) Description of the procurementPursuant to the Public Contracts Regulation (PCR) 2015 Negotiated procedure without Prior Publication, NHS Wales is intending to place a single source contract with Honeywell Building Solutions for a replacement and upgrade to the Building Sustainability Manager system in the acute site of Royal Glamorgan Hospital.
The system will include replacement and rewiring of 9 panels along with panel modification to deliver an improved building management system, this will need to be compatible with Honeywell BSM monitoring to provide carbon and energy usage reporting. There will also need to be a software rewrite to a corresponding software of the controllers and this can only be provided by Honewell.
The installation needs to be in line with the existing provision across Cwm Taf Morgannwg and in conjunction with the Maintenance contract associated with these works therefore Honeywell are the sole supplier for this provision.

The procurement falls outside the scope of application of the Directive
Explanation
