VII.2) Information about modifications

VII.2.1) Description of the modifications

The modification is for an extension to the framework from the 1st April 2024 until 31st March 2026.

The current framework expires on 31st March 2024 but includes an option to extend for a further six (6) month period. This extension utilises the six month extension option included in the original contract and a further extension of eighteen (18) months.

This extension is from the 1st April 2024 until the 31st March 2026.

VII.2.2) Reasons for modification

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

It has been recognised that there are a number of matters that may impact considerations and also the success of a procurement exercise for the future provision, namely, the Welsh Government"s plans to put in place a National Framework for Care and Support (NFCS); Department for Health and Social Care establishment of a Provider Selection Regime (PSR); role out of the Real Living Wage (RLW) within care homes throughout Wales for social care workers and its implementation within establishments caring for residents on behalf of Health Boards and Local Authorities

Welsh Government plans regarding NFCS; PSR; and the roleout of the RLW within care homes may all have a direct impact on the success of a new National Framework for Mental Health and Learning Disabilities care home provision from 2024.

It is therefore considered that the proposed extension will allow all such matters to be concluded, established, and factored into the design of a future framework agreement for Wales.
