Commercial Management and Quantity Surveying Services Consultant

We are seeking to appoint a suitably qualified and experienced consultant(s) to focus on providing a Commercial Management and Quantity Surveying Services to support the Commercial Team with the Fabric Programme and Voids Contracts.

Services to be provided:

- Contribute to the team’s ongoing programme of procurement and tendering, which will include:

- Advising on procurement routes and forms of contract

- Managing procurement process along with Commercial team and Procurement colleagues

- Providing advice on client specification and other documentation

- Completing contract documents

- Monitor and check the Contractor’s compliance with the terms of the Contract

- Convene, attend, chair and minute monthly site progress meetings with the Contractor. Coordinate and manage any actions that arise

- Visit a sample of completed properties as required to inspect the progress of the works and to determine that the works are being carried out generally in accordance with the specifications and contract

- Process valuations within the necessary timescales and ensure they are reflective of work agreed through assessing against schedules of work, site instructions etc

- Validate miscellaneous costs for work not set out in standardised pricing structures

- Review and agree the Contractor’s Final Account and issue a final certificate under the Contract.

- Update trackers and liaise with Surveyors / Inspectors to provide monthly forecasts on spend, work and programme

- Liaise with the necessary parties to ensure that payments are made in line with targets

Role details

Title: Commercial Management and Quantity Surveying Services

Objective: To provide a Commercial Management and Quantity Surveying Service within the Commercial Team.

Reporting to: Senior Quantity Surveyor

Contract Term: We are seeking the services of an experienced Commercial Management and Quantity Surveying Service for an initial period of 26 weeks. The contract is expected to commence on the 17th July 2023. We estimate the total number of hours to be spent on the work will not exceed an average of 21 hours per week.

Fees: Tenderers are required to submit a ‘Rate’ to fulfil the requirements of the Contract in Appendix 1 – Price Schedule.

Mileage will be paid at the standard HMRC rate applicable at the time of undertaking travel.

The Form of Contract will be Tai Tarian’s Services Agreement and a draft version is attached as Appendix 3.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

Tai Tarian is committed to contributing to the social, economic and environmental well-being of the wider community. Consequently, Community Benefits clauses will be a mandatory contract clause. Therefore, as a minimum requirement, Tenderers will have to agree that community benefits will become part of the contract.

This means, as part of their tender response, Tenderers are asked to set out how they will deliver ‘community benefits’ through the contract by completing the ‘Menu of Options’ which will form their Community Benefits Plan, attached as Appendix 4.
