Rural Water Supply Specialist

The Government of the Republic of Angola (GoA) has received funding from the World Bank and the French Development Agency (AFD) for the Climate Resilience and Water Security in Angola - RECLIMA program and intends to apply part of the resources to consulting services.

The consulting services (“the Services”) of the specialized Consultant will be contracted to support the RECLIMA project activities related to strengthening water supply services in rural areas of selected provinces, including rehabilitation and expansion, maintenance and repairs of rural water supply systems, in order to ensure the sustainability of the investment in the rural context and ensure that RECLIMA"s water supply activities are linked to water resource management at the river basin and municipal levels, including preparedness and contingency plans for droughts at the provincial and municipal levels, in close consultation with the UCP-WB/AFDB Coordination.

The Project Coordination Unit (UCP-WB/AFDB) of the Ministry of Energy and Water (MINEA) invites eligible individual consultants to express their interest in providing the services. Interested Consultants should provide information indicating they are qualified to perform the services (similar job descriptions, experience in similar conditions, etc.).

The candidate for this position must be a qualified senior water supply and sanitation specialist and must demonstrate solid experience in the rural water supply field. The candidate must have excellent oral and written communication skills and experience in similar projects. Specifically, you must have the following minimum qualifications:

The Consultant must have the following minimum qualifications and skills:

Bachelor"s degree in Civil, Sanitary or Environmental Engineering.
Postgraduate degree in Rural Water Supply, Natural Resource Management or related fields.
Eight (8) years of professional experience in the rural water supply and sanitation field.
At least 5 years of experience in rural water supply projects and relevant experience in rural sanitation.
Professional experience in at least three internationally funded projects.
Strong social mobilization skills.
Computer proficiency, including Microsoft Word and Excel.
Fluency in Portuguese and working knowledge of English. Experience with projects in Angola will be an advantage.

The contract duration for the Rural Water Supply Specialist will be 12 months, full-time, with the possibility of extension upon satisfactory performance. The workplace is Lubango (Huila), with a significant portion of the time dedicated to field activities in the 5 southern provinces (Namibe, Huila, Cunene, Cuando and Cubango).

Interested consultants should pay attention to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank"s "Procurement Regulations for IPF Borrowers" dated July 2016, revised in November 2017 and August 2018 ("Procurement Regulations"), which sets out the World Bank"s policy on conflict of interest.

The consultant will be selected according to the IC Selection method (Individual Consultant) established in the Procurement Regulations.
