The Government of Angola has received financing in the amount of US$350 Million equivalent from the World Bank toward the cost of the Huíla-Cunene Interconnection Project and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.
The project will include the following components and associated bidding opportunities:
Component 1 – Cunene Transmission System Project: This component aims to finance the expansion of the electricity transmission network to the south of Angola in order to enable the electrification of localities in the Cunene Province and create the conditions for interconnection with Namibia.
Component 2 – Cahama–Namibia Transmission Line: This component will finance the set of instruments required for the implementation of the public-private partnership that will develop the Cahama–Namibia independent power transmission line. In addition to RNT-EP’s equity contribution to the Special Purpose Vehicle (SPV), this component includes the financing of legal and transaction advisory services, which are essential to structure, negotiate, and operationalize the State’s participation in the PPP and to ensure full technical, financial, and legal compliance. Activities are organized into two sub-components:
Component 3 – Technology Modernization (Smart Grid) and Preparation for Integration into the SAPP Regional Market: This component will finance a comprehensive modernization of RNT’s power system operations, including the construction and full outfitting of a new Main National Control Center (NCC), the construction and equipping of a Secondary/Backup Control Center, and the implementation of a new SCADA/EMS platform to replace and expand RNT’s current operational systems. These investments will underpin the digital transformation of RNT’s grid operations and strengthen the utility’s readiness to operate as a fully-compliant Operating Member of the Southern African Power Pool (SAPP). The component will also support the required IT/OT upgrades, operational reforms, and capacity-building measures to enhance RNT’s planning, dispatch, monitoring, and regional power trading capabilities. Activities are grouped into two sub-components:
Component 4 – Investment Pipeline and Project Implementation Support:
This component will finance project management costs, as well as the preparation of a structured investment pipeline for the future development of Electricity Transmission Projects.
Implementation support will include the financing of the operating costs of the Project Implementation Unit (PIU) to be established within RNT, as well as the contracting of specialized
services and additional technical assistance throughout project execution, including consultancy services for the preparation of bidding documents, the conduct of procurement processes, and the
supervision of works.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (September 2025) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, on the World Bank’s external website and the Project’s website available at www.pihc.ao/procurement and on the newspaper of national circulation in Angola named “Jornal de Angola”.
Early Market Engagement (EME) will be conducted for the following activities:
- Construction of 400kV transmission lines
- Expansion and construction of 400kV substations Lubango and Cahama
- Construction of 220 kV Cahama-Ondjiva line
- Substation works for interconnection of 220kV transmission line
- Modification and construction of main and backup National Control Center (NCC) and communication systems
- Supply and installation of main and backup National Control Center (NCC) and communication systems
Supply and installation of operational and information management systems
