REQUEST FOR EXPRESSIONS OF INTEREST
(Consultant Services – Individual Consultant)

The Government of the Republic of Angola (GoA) has received financing from the International Bank of Reconstruction and Development (IBRD) and French Agency of Development
(AFD) towards the cost of the Second Water Sector Institutional Development Project (WSIDP-2) and intends to apply part of the proceeds of the financing to procure the
services of an individual consultant for the position of Assistant Project Accountant in the Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy
and Water (MINEA).).
The Assistant Project Accountant will be hired to assist the Senior Project Accountant of FCMU-WB/AFD under supervision and coaching of the Senior Financial Management
Specialist and in cooperation with him/her to:
1. Support the FCMU with the main responsibility for the project accounting and ensuring that financial transactions and information of the project are complete and
accurate at all times. S/he will be responsible for carrying out timely transaction processing, updating and maintenance of finance and accounting information in both
electronic and hard copy formats ensuring compliance with FCMU accounting policies and procedures.
2. Assist in processing transactions, disbursements, documentation, recording and reporting of the Project financial transactions in line with World Bank and AFD
guidelines as well as requirements of Government of Angola financial rules and regulations,

The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible individual consultants to indicate their interest
in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar
assignments, experience in similar conditions, etc.).
The Assistant Project Accountant should have demonstrated accounting experience and knowledge of procedures applicable to Government of Angola (GoA) and multi-lateral
financing. She/he should have the following qualifications and expertise:
University Degree in Accountancy, Economics or Management.
Post qualifying experience of at least five (5) years in a busy accounting and finance working environment.
The candidate must be registered with the Order of Accountants of Angola.
Evidence of professional development/specific training in financial management and donor procedures will be added advantage.
Proven competence in use of Microsoft Excel and computerized accounting systems.
Working knowledge of Tompro Accounting Software will be added advantage
Demonstrable experience in work undertaken in dealing with Government of Angola Tax Laws
Experience working in a project environment e.g. International Multilateral Organisations such as World Bank is an asset
Fluency in Portuguese; knowledge of English language will be considered an advantage.
The duration of the assignment will be for a period of 12 months, on a full-time basis, with possible extension upon satisfactory performance.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”
November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Selection Method for Individual Consultant set out in the World Bank Procurement Regulations paragraph 7.34.
