Assignment Title: Hiring a consultancy firm to provide mapping and monitoring services for cases of gender-based violence, exploitation, harassment and sexual abuse (GBV/SEH/SA).

The Ministry of Agriculture and Forestry (MINAGRIF) has received financing from the World Bank toward the cost of the Smallholder Agricultural Transformation Project (MOSAP 3), and intends to apply part of the proceeds for consulting services.
The consulting service (“the Services”) includes the assessment of the support to Project MOSAP3 in implementing the EAS/AS mitigation plan, monitoring and reporting on prevention and response activities to GBV/EAS/AS. The contract duration period shall be two (02) years. The consultant firm is expected to commence services by no later than December 2025.

The Smallholder Agriculture Transformation Project (MOSAP 3) now invites eligible Consultant Firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: (i) At least 10 years of experience in activities related to GBV prevention and provision of services to victims; (ii) Experience in developing protocols for assistance and referral of victims of GBV/EAS-AS cases; (iii) Experience in training/qualification in GBV/EAS/AS; (iv) Experience in developing GBV/EAS/AS risk mitigation plans; (v) Experience in diagnosing GBV and GBV/EAS/AS risks. Key experts will not be evaluated in the pre-selection phase.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” [Ed. November 2020 (“Procurement Regulations”)], setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant firm will be selected in accordance with the Quality and Cost-Based selection (QCBS) method set out in the Procurement Regulations.
