The Consultant must be a reputable Consulting firm with a team of experts in the field of Water Resources Management and experience of projects in developing countries. .
(a) The shortlisting criteria are: Having at least 15 years´ experience in water resources management projects
(b) Having at least two technical assistance or support to water companies during the last 10 years.
(c) Having at least two water resources basin management plans.
(d) Having at least one WRIS design or implementation plan
(e) Having working experience with projects in developing countries
It will be an advantage to having:
(a) 5 years’ working experience in integrating climate change projections into simulations of stress tests for infrastructure planning and design
(b) ISO certification
(c) Experience in Portuguese speaking countries of Africa
(d) Working experience with World Bank procurement documents and FIDIC Conditions of Contract,

Title: CONSULTANCY SERVICES FOR THE INSTITUTIONAL STRENGTHENING OF THE ADMINISTRATION OFFICE OF THE CUNENE, CUVELAI AND CUVANGO BASINS

The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate
Resilience and Water Security in Angola Project-RECLIMA (P177004) and intends to apply part of the proceeds for Consultancy Services related to “The Institutional
Strengthening Of The Administration Office Of The Cunene, Cuvelai And Cuvango Basins”.The main objective of this assignment is to provide institutional strengthening
services to Gabinete Para a Administração da Bacia Hidroeléctrica do Cunene (GABHIC).
The consulting services (“the Services”) include (a) Institution-building services, (b) Institutional strengthening, (c) Technical Assistance including technical
expertise to ensure (i) the efficient management and implementation of the proposed activities; (ii) ensure compliance with the applicable regulations of the GoA; (iii)
assist GABHIC in conducting fieldwork and delivering tangible results; and (iv) strengthen and/or complement existing capacities and skills.
The duration of the assignment is Twenty-Four (24) months

The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (“Consultants”) to indicate
their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant
experience to perform the Services.

Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations setting forth the World Bank’s
“Procurement Regulations for IPF Borrowers” fourth edition November 2020 (“Procurement Regulations”) (“Procurement Regulations”), setting forth the World
Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a
sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
