The Government of Angola has received financing from the World Bank Group"s International Bank for Reconstruction and Development (IBRD) toward the cost of the Accelerating Economic Diversification and Job Creation Project (Diversifica Mais), so it intends to apply part of the financing resources to contract the services of an individual consultant for the position of Environmental Specialist.

The Environmental Specialist will be responsible for leading and managing all aspects of the project"s environmental risk management, ensuring full compliance with the World Bank"s Environmental and Social Standards (NAS), as described in the project"s Environmental and Social Commitment Plan (ESCP), as well as other applicable instruments, such as the Environmental and Social Management Framework (ESMF) and the Labor Management Procedures (LMP), among others.

The Accelerating Economic Diversification and Job Creation Project (Diversifica Mais) of Ministry of Planning now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.). The Consultant must have the following qualifications and expertise:

Basic Qualifications:

• Master"s degree (or higher) in Environmental Sciences, Environmental Engineering or related areas.
• Minimum of 10 years" experience in environmental risk management in large-scale infrastructure or logistics projects.
• Experience in implementing the NAS and the World Bank"s Environmental and Social Framework (ESF).
• Knowledge of Angolan environmental legislation and international best practices.
• Ability to lead and coordinate environmental teams, ensuring compliance and effective impact mitigation.
• Fluency in Portuguese and English, with excellent communication skills.

Preferred Qualifications:

• International certification in Occupational Health and Safety (OHS) - ISO 14001, OSHAS or NEBOSH.
• Experience in team building and training on environmental and social standards.
• Familiarity with climate risk management and environmental resilience methodologies.
• Experience in managing road safety and the impact of population influx on infrastructure projects.

The duration of the contract will initially be twelve (12) months with the possibility of extension, and subject to satisfactory performance.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” revised in September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
