REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES – FIRMS SELECTION)

Title: Consulting services for the preparation of an Environmental and Social Impact Study and Scope for the Resettlement Action Plan for the construction subproject of
ten (10) sand dams in the provinces of Benguela and Namibe
Reference No. 43CS2/SANDDAMS/ESIA/R/24
The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate
Resilience and Water Security in Angola-RECLIMA and intends to apply part of the proceeds to finance the Consulting services for the preparation of an Environmental and
Social Impact Study and Scope for the Resettlement Action Plan for the construction subproject of ten (10) sand dams in the provinces of Benguela and Namibe.
The main objective of this consultancy is to carry out an Environmental and Social Impact Assessment (ESIA) of the pilot project for the construction of 10 small sand dams
in the provinces of Banguela and Namibe. The main objective is divided into the following four specific objectives.
1. Preparation of AIAS report in accordance with NAS 1
2. Environmental and Social Management Plan (PGAS)
3. Preparation of the Resettlement Action Plan (PAR) in accordance with ESS 5
4. Preparation of the Action Plan for Ethnolinguistic Peoples (PAPE) in accordance with NAS 7
The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.
The Financial and Contract Management Unit (FCMU-WB/AFDB) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (“Consultants”) to indicate
their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant
experience to perform the Services.
The Client now intends to hire a consulting firm with the following profile:
The consultant must be a renowned Environmental Consulting company with at least 10 years of experience in carrying out Environmental and Social Impact Assessments,
Environmental and Social Management Plans, as well as Resettlement Action Plans and have:
(i) Have experience in carrying out Environmental and Social Impact Assessments for 5 projects related to the construction and modernization of hydraulic works;
(ii) Proven experience with the development of sand dams, surface and groundwater abstraction or similar infrastructure (at least one reference of similar mission);
(iii) Experience in assessing the potential of water resources, integrated management and supply in rural areas;
(iv) Have proven experience in applying the ESS of the World Bank"s Environmental and Social Policies or Standards and the General Environmental, Health and Safety
Guidelines, in particular the specific sectoral Guidelines for Water and Sanitation;
(v) Have knowledge of Angola"s environmental and social regulations and standards;
(vi) At least three (3) previous experience in water supply or similar projects, but with financing or co-financing from the World Bank or other bilateral agencies;
(vii) Demonstrate having specialized personnel, with experience to carry out the study;
(viii) Have relevant experience in Angola or other countries in the region with similar socio-economic and environmental characteristics;
(ix) The consultant must be registered with the Angolan Ministry of the Environment.
Key Experts will not be evaluated at the shortlisting stage.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a
sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The establishment of the short-list and the selection procedure shall be in accordance with the World Bank’s “Selection Methods for Consultants” defined in the World
Bank’s “Procurement Regulations for IPF Borrowers” fourth edition November 2020 (“Procurement Regulations”). A Consultant will be selected in accordance with the
QCBS method set out in the Procurement Regulations.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations setting forth the World Bank’s policy on
conflict of interest.
