REQUEST FOR EXPRESSIONS OF INTEREST
(Consultant Services – Individual Consultant)

The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate
Resilience and Water Security in Angola-RECLIMA and intends to apply part of the proceeds of the financing to procure the services of an individual consultant for the
position of a Project Accountant in the Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA).
Under the overall guidance of the Executive Project Coordinator and direct supervision of the Senior Financial Management Specialist the Project Accountant will be hired
to
1. provide financial management support to the Senior Financial Management Specialist and FCMU to the overall implementation of the project/s with the main responsibility
for the project accounting
2. assist in designing and maintaining appropriate financial and accounting systems and internal control procedures for documentation, recording and reporting of the
Project financial transactions in line with World Bank and AFD guidelines as well as requirements of Government of Angola financial rules and regulations,
3. maintain computerised accounting system and ensuring up to date posting of financial transactions and reporting,
4. Carry out disbursements in accordance with procedures specified in the Financial Management Manual and credit agreements of World Bank and AFD,
5. assist in providing other FCMU units, relevant ministries, departments, or entities responsible for project activities advice and documents as required.

The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible individual consultants to indicate their interest
in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar
assignments, experience in similar conditions, etc.).
The Project Accountant shall have the following qualifications and expertise:
Education:
• University degree in Accounting, Finance, Economics or Business management or related fields.
Experience:
• Master"s/Postgraduate Degree will be an advantage;
• At least eight (8) years post qualifying experience of accounting, financial management in a busy accounting environment;
• At least three (3) years’ experience working in a position of similar complexity.
• The candidate must be registered with the Order of Accountants of Angola;
• Good knowledge of International Financial Reporting Standards (IFRS) or International Public Sector Accounting Standards (IPSAS);
• Experience in working in international environment, working with multi-lateral institutions/international financing agencies;
• Knowledge and experience in working with World Bank/AFD funds considered as advantage;
• Sound knowledge of Government of Angola financial procedures/tax administration.
• Experience in auditing will be added advantage;
• Proven advanced computer skills in common spreadsheet (MS Excel) and intermediate skills in word processing,
• Evidence of professional development/specific training in financial management and donor procedures will be added advantage;
• Knowledge of computerised accounting systems.
• Experience in Tompro Accounting Software is desirable.
• Fluent in Portuguese both written and spoken. a knowledge of English will be added advantage.
The duration of the assignment will be for a period of 24 months, on a full-time basis, with possible extension upon satisfactory performance.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”
November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Selection Method for Individual Consultant set out in the World Bank Procurement Regulations paragraph 7.34.
