REQUEST FOR EXPRESSIONS OF INTEREST
(Consultant Services – Individual Consultant)

(To be integrated in a Dam Safety Panel of Experts (DSPE)

The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate Resilience and Water Security in Angola-RECLIMA and intends to apply part of the proceeds of the financing to procure the services of an individual consultant for the position of a Hydrology & Hydraulic Specialist in the Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA).

The overall objective of this consultant is to integrate a Dam Safety Panel of Experts and, in that capacity, to provide independent review and recommendations to FCMU (Client) to ensure that safety issues of RECLIMA activities related to dams - and Sendi and Kimaya Dams rehabilitation in particular - to be financed by the WB / AFB, are adequately addressed in terms of design, construction, operation and maintenance as required by the Dam Safety Safeguard Policy (OP4.37) of the World Bank.

The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.
The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.).
The Hydrology & Hydraulic Specialist should meet the following minimum requirements:

• An advanced degree in Hydrology, Hydraulics, Water Resources or related field or other relevant majors,
• Minimum 15 years of experience in relevant professional activities,
• Fluency in English.
• Minimum 15 years of experience as a hydrologist and hydraulic design expert in designing and construction of large dams including concrete dams,
• Minimum 15 years of experience in hydrological and hydraulic aspects of construction plan and schedule for large-scale or complex dam projects.
• Minimum 15 years of experience of hydrological and hydraulic aspects of dam safety planning, instrumentation and monitoring.
• Minimum 15 years of experience of working in internationally financed Hydrology, Hydraulics, Water Resources projects

Will be considered an advantage

• Having done similar dam related work in the last three years,
• Having taken part in a Dam Safety Panel,
• Fluency in Portuguese or Spanish

The services are envisaged to start in November 2024 and end in December 2027. The estimated total input is 75 person days.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Selection Method for Individual Consultant set out in the World Bank Procurement Regulations paragraph 7.34.
