ASSIGNMENT: Technical Specialist Master Plan Water, Sanitation and Drainage for Luanda

The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Second Water Sector Institutional Development Project (WSIDP-2) and intends to apply part of the proceeds for consulting services.

Technical Specialist Master Plan Water, sanitation and drainage for Luanda will support DNA in supervising, completing, monitoring the development of projects and environmental issues of the various rehabilitation and expansion projects of the water sector in Luanda, under the management of the National Director of Water.

The consultant will be the main technical focal point for DNA as it reviews the progress and results of the company responsible for the Master Plan. The Consultant will provide technical advice and recommendations to DNA on all matters related to environmental and design issues of the various rehabilitation and expansion projects in the water and sanitation sector in Luanda, but also may be solicited to provide such support outside Luanda..

The Consultant must have the following qualifications and expertise:

• Bachelor’s degree in Engineering;

• At least 15 years of professional experience in the field of water and sanitation;

• At least 10 years of professional experience in water and sanitation projects; experience working with urban drainage projects will be an asset;

• Experience working with Development Partners;

• Experience working on internationally funded projects;

• The Consultant must have work experience in the required area; professional experience in the Water Sector, in Community of Portuguese Language Countries (CPLP), and more specifically in Angola, will be an asset;

• The Consultant must have good computer skills in Microsoft Office tools (Word, Excel, PowerPoint) and software for designing water supply networks (such as EPANET);

• The Consultant must be fluent in Portuguese and have working knowledge of English.

The duration for the engagement will be a two-year period with possibility for extension upon satisfactory performance.

The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
