REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES)

CONSULTING FIRM TO PROVIDE TRANSLATION SERVICES (PORTUGUESE/ENGLISH/PORTUGUESE) TO THE ESIAP PROJECT COORDINATION UNIT.

The Government of Angola (GoA) has negotiated and received a Co-financing from the International Bank for Reconstruction and Development (IBRD) and the French Development Agency (FDA), in the form of ”loan”, to develop and implement the Project to Improve Access to Electrical Sector (hereinafter referred to as ESIAP) and intends to apply part of the agreed amount for this loan to payments under the contract for the CONSULTING FIRM TO PROVIDE TRANSLATION SERVICES (PORTUGUESE/ENGLISH/PORTUGUESE) TO THE ESIAP PROJECT COORDINATION UNIT.

The objective of this assignment is to provide English/Portuguese translation services to the ESIAP Project Coordination Unit (PCU).

The translation services included under this Project are project documents, policy and strategy documents, reports, select procurement documents, contracts, and communication materials.

The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

The implementation period is 36 months.

The Project Coordination Unit of the Electricity Sector Improvement and Access Project (ESIAP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc…)

The short-listing criteria are the following: (i)´Description of similar works; (ii)Availability of appropriate skills among the staff; (iii) Experience in similar conditions, etc. Key Experts will not be evaluated at the shortlisting stage.

Note: the ESIAP reserves it’s right to verify submitted references and use obtained information for evaluation purposes.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the procedures set out in World Bank’s Guidelines: World Bank Procurement Regulations for IPF Borrowers”, dated November 2020 “Least Cost Selection (LCS) method”.
