Assignment Title: FIRM TO AUDIT THE ESIAP 2023 FINANCIAL STATEMENTS IN ANGOLA

The Government of the Republic of Angola (GoA) received financing from the International Bank of Reconstruction and Development (IBRD) and co-financing from the French Development Agency (AFD) towards the cost of the Electricity Sector Improvement and Access Project (ESIAP), whose objective is to improve the operational and commercial performance of the electricity sector utilities and increase electricity access in four selected province capitals in Angola: Luanda, Benguela, Lubango and Huambo. The project is being implemented by the Ministry of Energy and Water and consists of five complementary components:
Component 1: Electricity access expansion and improvement of revenue collection. This component will finance the rehabilitation and expansion of the electricity distribution network in four province capitals with the number of municipalities and the exact locations to be determined during project preparation. Investments will include rehabilitation of medium- and low-voltage network; densification of the low-voltage network (extension of LV networks) and construction of service connections for households, commercial, industrial and public institutions. Specifically, the project is expected to deliver 196,500 new connections and 93,857 public lights across the four provinces.
Component 2: Electricity service improvement. Investments under this component include: the upgrade of the SCADA system; the extension and upgrade of RNT’s telecommunications network through the installation of fibre cables in existing transmission lines; installation of capacitors for reactive compensation in existing lines and substations in Luanda province; reinforcement and upgrade of Kuito substation; upgrade of Quileva substation; and installation of software for improving power system planning, dispatch operation and RNT’s business performance and processes, and capacity building and training for RNT technicians.
Component 3: Improvement of PRODEL’s capacity and strengthening sustainable management of generation plants. This component will finance a combination of advisory services, training and provision of software to improve PRODEL’s corporate management and technical capacity, culture and efficiency and the implementation of a revenue protection program (RPP) to eliminate non-technical losses through strengthening of monitoring, operation and maintenance of generation plants.
Component 4: Project management support. This component will finance the costs of the Project Coordination Unit (PCU) to be established within MINEA, as well as additional expertise/support to be provided to the three power companies throughout project implementation, including consultancy services to ENDE, RNT and PRODEL for the preparation of bidding documents, procurement processes and supervision of works.
Component 5: Contingent Emergency Response. The objective of this component is to improve the country’s response capacity in the event of a declared emergency (a natural disaster, epidemic, or another emergency) that may occur during project implementation, which could cause a major adverse economic and/or social impact in Angola.
A Project Coordination Unit (PCU) is established within the Ministry of Energy and Water (MINEA) and is being managed by a Project Coordinator. The PCU is responsible for monitoring, managing, and controlling the implementation of this project as well as various rehabilitation and expansion projects in the electricity sector throughout the country being financed by other development partners and the government, regardless of the source of financing.
The Project Coordination Unit (PCU) intends to engage the services of an auditing firm (called External Auditor) to handle the audit of the Project Financial Statements, for the financial year 2023.
The objective of the audit of the Project Financial Statements (PFSs) is to enable the auditor to express a professional opinion on the financial position of the project at the end of 2023 fiscal year, and on funds received and expenditures incurred for the relevant accounting period.
The project books of accounts provide the basis for preparation of the PFSs by the project implementing agency and are established to reflect the financial transactions in respect of the project. The implementing agency maintains adequate internal controls and supporting documentation for transactions.
The ESIAP Project Coordination Unit now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The consultants are strongly advised to limit their Expression of Interest to 30 pages. Company brochures may be included as an Annex and will not be affected by the limit of 30 pages.
A Consultant will be selected in accordance with the procedures set out in World Bank’s Guidelines: World Bank Procurement Regulations for IPF Borrowers”, dated November 2020 “Least Cost-based Selection (LCS) method”.
