PROCUREMENT OFFICER FOR THE PCU


The Government of the Republic of Angola (GoA) has received a financing from the International Bank of Reconstruction and Development (IBRD), and a co-financing from the Agence Française de Développement (AFD), towards the cost of the Electricity Sector Improvement and Access Project (ESIAP), and intends to apply part of the proceeds of the financing to procure the services of an individual consultant for the position of Procurement Officer for the Project Coordination Unit (PCU).

A Procurement Officer will be, together with other Procurement Specialists, responsible for handling the PCU procurement activities, exclusively related to the ESIAP Project. This will include carrying out procurement activities including, among other things, the preparation and consolidation of the procurement plans with assistance from other areas, preparation of bidding documents and RFP"s, facilitation of obtaining required necessary clearances, preparation of advertisements, responding to bidders" clarifications on advertised procurements and playing a central role in the evaluation of bids and proposals, and in contract management.

The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

The Project Coordination Unit of the Electricity Sector Improvement and Access Project now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.).

The consultant must have certain qualifications, such as:
• Bachelor Degree in Engineering, Economics, Business Administration, Public Administration, Law from a recognized University;
• At least 5 years proven and a sound working experience in procurement and contract management activities;
• At least 3 years’ specific progressive and continuous experience in procurement and contract management activities in projects financed by the World Bank and/or other International Financing Agencies using FIDIC Conditions of Contract documents;
• Fluency in Portuguese and knowledge of working English language is mandatory;

The Procurement Officer will work in the PCU office and will report directly to the Senior Procurement Specialist and to the PCU Coordinator.

The duration of the assignment of the Procurement Officer will be for a period of 12 months, on a full-time basis, with possible extension upon satisfactory performance.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, fourth edition, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A consultant will be selected in accordance with the Individual Consultant (IC) selection method set out in the World Bank Procurement Regulations.
