1. The Government of Angola has received loan from the World Bank toward the cost of the Social Protection Strengthening Program - KWENDA, and intends to apply part of the proceeds toward payments under the contract for the Supply of 26(No) 4x4 Vehicles to Support Field Activities in the 18 Provinces. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit or to be paid in the national currency at the exchange rate.
2. FAS – Local Development Institute now invites sealed Bids from eligible Bidders for the supply and delivery of 26(no) 4x4 Vehicles to Support Field Activities in the 18 Provinces. All cars will be delivered at IFAL street, ENAPP Building (National School of Administration and Public Policy), Talatona´s Municipality s in Luanda. The delivery and completion Schedule will be 2 months.
3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, September 2023 (“Procurement Regulations”), as well as the “Guidelines on Prevention and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants”, dated 1 July 2016 and other provisions stipulated in the Loan Agreement and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from, FAS – Local Development Institute, Attention: Rosa Carvalho , E-mail: procurement.fas@fas.co.ao and copy KorirSkip@gmail.com and inspect the bidding document during office hours 09H00 to 15H00 hours at the address given below.
5. The bidding document in English may be obtained by interested Bidders upon the submission of a written application to the address below. The document will be sent by E-mail.
6. Bids must be delivered to the address below on or before 10:30 a.m. of 27 November 2023. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 27 November 2023, at 10:30 a.m. Angola time.
7. All Bids must be accompanied by a Bid Declaration Security.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
