UNICEF East Asia and Pacific Regional Office is seeking an institutional contractor for the provision of Actioning the Advice: A Child-centred Toolkit on the ICJs Climate Change Advisory Opinion Number 230725 reference to LRPS-2026- 9203901 through UNICEF/UNGM online submission system which your company is invited to participate.

Background

Climate change affects different rightsholders differently. Children, comprising about 30% of the world population, will be impacted much longer and more severely by climate change. Certain children such as those trapped in poverty, forced to work or living in conflicts zones will face disproportionate impacts. At the same time, children are not merely victims of climate change. They have agency and are future leaders. If enabled to participate meaningfully in climate action decisions, they can become change makers.

The International Court of Justices July 2025 climate change advisory opinion (AO) marks an important milestone in clarifying the obligations of States in relation to climate change and legal consequences of a breach of these obligations. The AO is expected to shape laws and policies in all world regions. However, awareness about the AO seems low among children, especially those from disadvantaged or vulnerable groups. Moreover, since the AO contains legal analysis of multiple domains of international law, not all children on their own may fully understand the AO or its practical implications for them.

Objectives, Purpose & Expected results

The toolkit will be designed for children to understand, contextualize and operationalize the AO. In other words, the toolkit will be an enabler for children to actioning the climate change AO. The toolkit will simplify legal concepts used in the AO. It will be child-friendly in terms of format and relatable to the experiences of children from diverse backgrounds. While the toolkit will be developed in English, it will be translatable in different languages. The toolkit will be developed for children in Asia and Oceania, though it can be adapted for audiences in other regions. The ideal scenario is to launch the toolkit at COP31 in November 2026. This launch should be followed up by other in-person / virtual events to socialize the toolkit. The toolkit will inform the implementation of the Legal Empowerment project on Climate Justice and serve as a guidance across the Country offices.

Location and Duration

- The contract is estimated to start June 2026, or as early as possible, upon counter signature of the contract. All deliverables are expected to be completed by end of November 2026.

- The institute will be responsible for acquiring resources and facilities required for its completion.

- Travel to be agreed following consultations on necessity.
