Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The
Promotion of the Development of SMEs in Iraq project will undertake an Evaluability Assessment (EA) to ensure strong results and accountability by examining whether its monitoring and
evaluation systems, results frameworks, and Theory of Change are adequately designed to measure impact and aligned with the ILO results framework, SDGs, the GCM, and national priorities.
The EA will identify data gaps, recommend improvements, and strengthen planning and learning to support more meaningful contributions to Iraq’s economic sector. It will assess the
project’s log frame and its logic linking activities, outputs, objectives, risks, and assumptions; examine causal linkages with the DWCP/CPO; review definitions, key evaluation
questions, methodologies, and baseline preparations; evaluate partner organizations’ M&E capacities and resource arrangements; and highlight both good practices and specific
adjustments needed to enhance the overall M&E system and ensure effective performance. If you are interested, please express interest and follow the instructions attached to consult
