Request for Proposal (RFP) – Financial Service Provider for Cash-Based Interventions (CBI) (Албания - Тендер #71992311)

International Organization for Migration, hereinafter referred to IOM hereby invites prospective proposers to submit a proposal in accordance with the General Conditions of Contract and the Terms of Reference as set out in this Request for Proposal (RFP).

The International Organization for Migration (IOM) utilizes Cash-Based Interventions (CBI) to support migrants across a range of operational contexts, from humanitarian response to more stable development settings. While CBI has historically been applied primarily in emergency contexts, IOM has been advancing efforts since 2022 to institutionalize its use across all programme areas where feasible.

To support this expansion, IOM requires efficient, scalable, and standardized cash transfer mechanisms. These mechanisms may include mobile money, bank transfers, prepaid cards, cash-over-the-counter services, and other financial delivery modalities. Establishing national-level agreements with Financial Service Providers (FSPs) is essential to enable consistent and reliable implementation.

However, several operational challenges must be addressed, including the need for broad geographic coverage across the United States and key receiving regionsparticularly in Latin America and the Caribbeandiverse beneficiary preferences for transfer modalities, and the requirement for rapid, delay-free disbursement processes.

In response, IOM Washington, DC seeks to engage qualified FSPs capable of delivering cash assistance through multiple channels. The selected provider must also offer a secure, user-friendly digital platform that enables real-time monitoring and management of transactions by IOM personnel.

Interested bidders are invited to join a Microsoft Teams call on Tuesday, April 28 at 9:00 AM (Washington, DC time) to discuss the requirement and address any questions.
