Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The ILO
seeks an external consultant to conduct a final independent evaluation of the project “Quality Apprenticeship and Lifelong Learning in China – Phase 2” (2023–2026). The evaluation
will assess the project’s relevance, coherence, effectiveness, efficiency, impact, and sustainability, as well as cross-cutting issues such as gender equality, inclusion, and just
transition. The consultant will review project documents, conduct interviews and stakeholder consultations, analyse qualitative and quantitative data, and assess results across four
outcome areas: apprenticeship systems, skills matching, green skills development, and knowledge exchange. Key deliverables include an inception report, data collection tools, preliminary
findings, validation workshop, draft report, and final evaluation report. The evaluation will generate lessons learned and actionable recommendations to inform future programming and
