RFP-2026-03 Global Consultant Strengthening HIV Prevention in the Global Fund Grant Cycle 8 (GC8) Country Processes.
The purpose of this Request for Proposal (RFP) is to select a suitable contractor and enter into a contractual agreement to provide time-bound, demand-driven technical support to
countries and country support teams to strengthen the prioritisation and positioning of primary HIV prevention within GC8 planning and Funding Requests, ensure alignment with Global
Fund guidance and proposal mechanics, and improve internal coherence across prevention narratives, implementation choices, and budgets (including costing and budget coherence).
The consultants will provide short-cycle technical advisory and document review support rather than leading proposal drafting. Support will focus on review, prioritisation advice, and
structured feedback on existing country drafts produced by national teams and partners. The consultants will be managed through the GPC/UNAIDS prevention support arrangement and will
report to the designated GPC/UNAIDS focal point(s) for this assignment. In delivering the assignment, they will also work in close coordination with the broader GC8 virtual support team
to ensure complementary support, alignment of advice, and efficient handling of country requests across the wider GC8 support architecture.
Only individual consultants can apply. Two consultants will be recruited for this assignment. Both will work under the same scope of work and perform the same tasks, with countries
apportioned between them.
Services are required for a maximum of 60 working days (total across two consultants, 30 days each consultant ), to be implemented between 15 April and 30 June 2026, and extendable to
December 2026. Effort will be allocated in line with country submission timelines, with peak engagement expected around key drafting and review milestones.
The consultants will primarily support up to 10 prioritised countries, selected by the GPC Secretariat.
